1. This Invitation for Expression of Interest follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online UNDB online on 31st March 2017.

2. The Government of Kenya has received financing from the African Development Bank toward the cost of the KENYA TOWNS SUSTAINABLE WATER SUPPLY AND SANITATION PROGRAM, and intends to apply part of the proceeds for consulting services for development of county water atlas for selected counties for Water Services Regulatory Board (WASREB).

3. The Athi Water Services Board (AWSB) intends to contract a consultant on behalf of Water Services Reg­ulatory Board (WASREB) to develop County Water Atlas For Selected Counties namely Kericho, Kajiado and Embu Counties.

4. The scope of work for the Consultant will include but not be limited to:

a)     Establish the county's status quo in terms of availability and accuracy of maps

b)     Identify the rural schemes

c)      Review the current County Integrated Development Plan and map proposed water projects

d)     Estimate the total population within the scheme area

e)      Overlay the GIS data on the Maji Data database

5. The consultancy services will be carried out over a period of one hundred and eighty [180] days.

6. The Athi Water Services Board on behalf of Water services Regulatory Board (WASREB) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide informa­tion indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

7. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's Procurement Policy for Bank Group Funded Operations" dated October 2015 which is available on the Bank's website at http://www.afdb.org.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.

8. Further information can be obtained at the address below during office hours from 0800 to 1700 hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.

9. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by close of business on 18th April, 2019, 12:00pm East African Time.
